City’s Urban Waste By-law Enforcement Unit performs compliance inspections at Bellville businesses

Mayoral Committee Member for Urban Waste Management, Alderman Grant Twigg, and ward local councillors from Sub-council 6 joined the Urban Waste By-law Enforcement Unit in the Bellville CBD on Friday, 23 February 2024, to check on businesses’ waste management plans. This was to ensure they have suitable arrangements for waste removal from their properties. Read more below:
Businesses in Cape Town are reminded that in terms of the Integrated Waste Management (IWM) By-law, you are required to submit an IWM plan for consideration and approval by the City. The IWM plan must include:
- An assessment of the quantity and type of waste;
- a description of the waste services required to store, collect, transport and dispose of the waste;
- a plan to separate recyclable and non-recyclable material at the point of source;
- a waste minimisation plan;
- a pollution prevention plan;
- details of potential environmental impact of the waste;
- the type or characteristics of environmentally-sensitive waste;
- the amount of natural resources consumed in the manufacturing or production process that result in waste;
- the targets for recovery of waste (minimisation, re-use, recycling);
- programmes and targets to minimise the consumption of natural resources; and
- a plan for reducing organic waste that is sent to landfills by 100% by 2027.
Developing this plan should help ensure that businesses will manage waste in an environmentally-friendly way. Information submitted as part of IWM plans also help the City's planning of waste management systems and policies to ensure that the impact of waste on society can be minimised.
Failure to comply with this requirement is a contravention to the IWM By-law and will result in a fine being issued.
'I encourage businesses throughout Cape Town to become compliant in terms of their waste management plans before the By-law enforcement unit visits your area. I would also encourage residents to check if the businesses they use have developed waste management plans, and to consider whether to support the businesses if they cannot prove that they are disposing of their waste in the right way. Businesses are a significant contributor to illegal dumping in Cape Town, and we need your help to address this,' said Mayoral Committee Member for Urban Waste Management, Alderman Grant Twigg.
